More and more kept arriving, but Council President Charles Pugh refused to move the meeting to the auditorium despite the willingness of the Zoning Appeals Board and a second event there to switch places. Hundreds including seniors and disabled people waited outside for hours, chanting, “Let us in or we’ll shut it down!” They were unable to see or hear the proceedings at all, in violation of the state’s Open Meetings Act, until allowed in to comment for one and a half minutes.
